Do you think that people's headlights are getting too bright?

Whenever I drive at night, I notice that the number of people with the retina-searing HID blue-white lights is growing. A lot of these cars are the newer Mercedes and BMWs. But people are putting those kinds of lights on their cars, new or not. Is there going to be a limit on how bright they can be?
