Who was more responsible for the start of World War I: Germany or Russia?

It was originally a conflict between Serbia and Austro-Hungary. The Germans threw support behind Austria, and the Russians threatened to protect Serbia. Germany got scared of Russia, and used their military plan to attack France, thus starting WWI.
