This doesn't have to apply to just the US. Anywhere in the world could be redrawn to follow watersheds; the Middle East, Africa, etc. It makes more sense to me to have rivers contained to one state and country instead of multiple states fighting over water rights that when looked at logically should not even be an issue for some of the states involved.
