(AP) - A middle school teacher's plan to pay students for information about other youths carrying drugs has ended because of concerns about liability to the school and students. A group of administrators and teachers who review school policy said Highlands Middle School teacher Tom Payne's reward program, which gave students as much as $100, has to be stopped. 'At the school level, this is not what we're in the business of doing,' Assistant Principal Saryn Hatcher said. 'There were too many other liabilities.'.....
