Should pregnant women be allowed to use the 'diamond' commuter lane?

Commuter lanes require the car to have two or more people in the car. Many people insist the unborn is a seperate, living human being. A child in a car seat is considered a second person for the purposes of using the commuter lane. Therefore, should a pregnant woman be considered two people and allowed to use the commuter lane?
