Do you think of the closing lines of 'Humpty Dumpty' metaphorically or literally?

'All the king's horses and all the king's men could put Humpty together again.' Do you read this as a statement about the situational limitations of power (metaphor) or do you actually envision horses and men trying to reconstruct an egg (literal)?
