Should it be illegal to hang drying clothes over the side of a fence or balcony?

Environmental health bosses will confiscate any clothes found hanging from public railings or fences. Offenders will then have two days in which to reclaim their items or risk losing them for good. The move follows complaints from residents, mostly those who live near poorer public housing estates, that the laundry was an eyesore.
