Do you use the word 'one' to refer to a person?

For example: 'One would say that it's coloured blue' I don't know about any of you, but I find this a very arrogant and condescending way to speak. Maybe some people think this to be an articulate and sophisticated way to speak, while it nearly always sounds patronising and as if the person believes themself to be superior.
