Would you ever live in a 'transitional' neighborhood?

These are areas that used to be 'ghettos' or very low-income and high crime areas. But they are trying to make a comeback and become a nice urban area. You can buy property there very cheap, with the hope that in a few years, you will triple or even quadruple your money once the area takes off and gets nicer. Is it worth the possible crime that may still be lingering about?
