I was watching Scarface, and there's this part where Tony is talking to a guy next to him, who's about to blow up a car with a man and his family inside. And Tony is talking in English, but the guy with the bomb is talking back in Spanish (or something). The guy with the bomb's boss said earlier he doesn't speak a word of English. So does it make sense for him to understand English, but not know how to speak it?
