I've heard that they were trying this in a couple states - at the end of a sentance, give the prisoner a bill for $20 per day that he stayed in jail. This was intended to take some of the burden off of the taxpayers who would otherwise be maintaining the jails. Unfortunately, it's almost impossible to enforce legally.
