SEATTLE - In the late 90s, Seattle Police reported a growing number of homicides involving homeless people. Many of these victims never received a proper burial. In response, the 'Women in Black' began holding silent vigils. Anitra Freeman is a founding member. The grassroots organization now proposes the creation of a public memorial for the homeless. It would be called the 'Garden of Remembrance.'
