Should the American government hire the Wal*Mart corporation to get deals on bulk items that the government can use?

Looking at government spending, $18 for light bulbs, $500 for toilet seats, and thousands upon thousands of dollars worth of water for troops and ailing people in other countries. Don't you think Wal*Mart/Sam's Club could get them a better deal on things?
