The odds of anyone's birthday being simplifiable are 134/365 or 134/365 in a leap year.

...and that in itself is a simplifiable fraction only in a leap year.

Also, the odds don't change with using the US or UK date format, as it's just a question of whether the ratio of the numbers can be simplified.

How did you work that out?

Mine, if you're being all American and putting the month before the day, is 1/14 when simplified.

Mixed fractions aren't considered simplified any more than pure fractional form, are they?

Not able to be simplified.

Mixed fractions need to be in a pure form as you call it to be considered simplified.

19/6, yes unless you think the other way round and say 6/19 then no it cant be simplified.
19/6 can be changed to a mixed fraction - 3 1/6. thats kinda simplifing. makes it look neater at any rate.
