There's a huge difference. An non-English xenophobe would hate a hispanic person from England because they are from England. A non-hispanic racist would hate a hispanic person from Englland ecause they are hispanic.

unless you count hating someone just because they are from England as racist. That is often considered racist even if they are the same colour as you.
