Must they necessarily be doing either?
It was pretty well documented that the average IQ was rising over generations in the latter part of last century (see the Flynn effect), but most estimates I've seen have claimed that its levelled out now in most developed nations (though continues to rise in some minority groups).

Def: In biology, evolution is change in the genetic material of a population of organisms from one generation to the next.
Genes affect brain usage as much as anything else. Why wouldn't it work like that?

Also, evolution relies on mutations. We are the same species that we were in Babylon. There needs to be a drastic, beneficial mutation. The most we possibly do is selectively breed like dogs.

Whatever the reason, I think the capabilities of the mind have increased since antiquity. It may not be a direct result of "natural selection" per se, but it's still happening.
