I wouldn't call it cheap. Pot is a cheap thing that's not effected by the market.
I say use is a big thing due to the high rate of addiction.

When things go bad, so do some good people. With the economy going the way it is some people will want to escape reality. Still looking to pay the bills some people will look for the bargin to escape reality. With crack so redily available and cheap I'd have to agree.

No, I don't think this is because of the economy. The article makes it seem like it is because meth producers have been finding new ways to circumvent meth laws, that had been working relatively well for the past couple of years.
