It can. I think that the "right" VP candidate can push an undecided voter to decide. If someone doesn't have a clear preference for a presidential candidate, but sees his/her governor in the VP spot, they are likely to cast a vote to see their governor as VP.
Picking the "wrong" VP candidate can alienate voters that were leaning toward a presidential candidate. If a candidate picks an absolute loser for their running mate, it tends to reflect on their abilities to make sound decisions, and can also keep people from voting for the candidate whose terrible VP choice would become president should he die...

For McCain this year I think it'll be vital for his chances of becoming President.
It could make the republican ticket more appealing to far right-wingers, or middle of the road people.

I think it's huge for Obama as well. He's a half term Senator running for President- - he's going to need a VP that can make up for his lack of experience...
