Do you think university officials are to blame for the Virginia Tech students killed on the other side of the campus? The gunman killed his ex-girlfriend in the dorms, but the campus police didn`t lock the campus down and later he went on his shooting rampage in a classroom, killing dozens. Parents are now blaming local police and campus officials for not locking the campus down after the initial shootings.

The shooter and the shooter alone was responsible. Could others have done something? Maybe, but the blame is his and his alone. Unfortunately, that's not a very comforting answer, because it implies correctly that some time in the future, some other nutjob will be able to do something just as horrible.

I mean, if they believed it was a simple murder, with a motive, why would they have any reason to think the killer would go on a rampage?

I completely agree. Other peoples actions might have changed the outcome, but the blame is only on the shooter.
