In practice, SOMEBODY needs to look after the internet's basic structures such as the few domain name servers. Without the domain name servers ALL web page addresses would stop working. And whoever does, partially controls the internet by dafault. The private sector body ICANN is currently in control of URLS for example. Other organisations are The Internet Society and W3C. Nobody controls the internet as such but it's a very grey area. There's a few organisations that have a lot of say.
