It depends on what the song is. For instance, anything sung in Gaelic or German sends shivers up and down my spine. It's rare than anything in English or American has the ability to do that to me.

generally i tend to get chills when i listen to the instruments, i tend to not pay attention to vocals.

I do sometimes, but it depends on the song.

To my eternal embarassment a lot of Disney songs still give me shivers, especially if they are sung in the right way.

Yes.

The one that always does it for me is Bartok: Duke Bluebeard's castle. The last 20 minutes or so, from the lake of tears onwards give me a constant shiver up my spine.
