Administration officials have said they did not realize the severe damage Katrina had caused until after the storm had passed. But under oath, Brown told the Senate Homeland Security and Governmental Affairs Committee he could not explain why his appeals failed to produce a faster response.

Wasn't the video of one of those conferences leaked months ago?Bush listens to scientists explain the impending doom for 90 minutes,doesn't ask a single question...says goodbye,and does.... nothing.
That doesn't mean he is grossly incompetent,of course...wait,it does.

I don't know about Michael Brown but National Geographic magazine did an article about the potential dangers of a hurricane hitting New Orleans and problems with the levees just months before Katrina.

I can quite clearly remember reading it. And remember thinking that article about it when I heard the news.

I've also heard of people that had been lobbying to get improvements for the levees. The risk WAS known beforehand. Guess it was too expensive to fix the levees.
