Will a program like this boost college attendence rates or just benefit those who would have found a way to enroll in college anyway?

I'm asking whether more students from this Public School system will decide to go to college because it is paid for. It's a guaranteed scholarship for full tuition. Will this benefit students that otherwise wouldn't have tried because they thought they couldn't afford it? Or will it just benefit those students already college bound?
This is my hometown and I think it's a huge thing for a school system to offer. But my friends basically said that it will only help the (generally middle/upper middle class) students that were already planning on going.

The poor often can get scholarships, if their grades are good.

The rich can afford tuition.

It will help the lower-middle class who make too much money for scholarships, but can't afford to pay tuition.

I think it's a good thing.

By the way, the article is lacking in detail.

"Eligibility for this program is based on how long the student attends Kalamazoo public schools.

"To receive any assistance, a student must live in the Kalamazoo Public School District and would have had to attend since at least ninth grade. Sixty-five percent of that student's tuition would be paid.

The scale goes up from there, with eighth graders receiving 70 percent of their tuition paid, 75 percent for seventh graders, 80 percent for sixth, 85 percent for fifth, 90 percent for fourth, and 95 for first through third graders. Students attending schools in the district from kindergarten through high school graduation will have 100 percent of their tuition and fees paid."

They get that percentage of their tuition paid towards your tuition at any public college or university in Michigan.

I think it will encourage a lot more people to go into higher education if they don't have to pay for it. It will probably be beneficial for their local economy in the long run, but it must be very expensive for "the donors" so its probably a very rich community to begin with, that would be my guess.

It's not a rich community, it's actually a struggling community (economically) and a struggling public school system. We recently lost a few big employers. The donors wish to remain anonymous so it could be individuals or companies. This is a dramatic and innovative way to invest in Kalamazoo and to get other people to invest in it as well.

I think it would boost attendance. If all you have to do is graduate, then more people would opt to go to college since the money (or more money) is there. Whether this is a good idea for the government, the school system, the students, the military, after school programs or colleges themselves is a whole different issue.

It will boost college attendance, but I'm against this plan. More students in college and more government money for college is not necessarily a good thing. Plus, it makes high schoolers think college is the only option you have after high school.

I think it will boost attendance.

In Colorado there is a stipend, some of the college tuition is payed for by the government for CO residents to attend CO public colleges/universities. It makes the cost of attendance much cheaper for residents of CO.

The stipend definately made me want to attend a CO school because of the price.
