Just beause someone's approval ratings are down for a while does not mean that they won't come back up. If we did that, then presidents would always be removed or up for election and that would not be good for our country. Lincoln, whom many consider to be one of the best presidents, was not a popular person while in office yet united the nation and kept America strong.
