Is terror the only weapon the poor and weak have?

Although they may have the power of majority, terror is the only advantage that, to them is guaranteed to work. Government officials get bribed away from promises, petitions are thrown away and protests ignored, but a crude home made bomb that kills a major official with the threat of another unless their demands are met is not that likely to be ignored.

I think that's kinda insulting. A lot of people who were at one point 'poor' are now close to the top of the world. No terror needed.

you should really rephrase the question. However, in general, it is not the poor & weak who commit to terrorism. Do some research, read some books, talk to some intelligent & informed people, then post a better question.

The only weapon in the sense of physical force, etc. But I am a firm believer in the power of non-violent action, so I definitely do not think it is their only way of effecting change.
