They say it is, but I have seen my recycle bin dumped into the same garbage truck as the rest of my garbage. If they are going to require me to separate my trash, they should at least be sneaky when they don't do anything with the recyclables...

No. It's not a law here in Washington, I belive. Littering, though I belive is an offence, and especially dropping a cigarette out a car window.

Not a law yet, but usually when Seattle does something, we're not far behind. It's heavily endorsed here, though, and I don't know anyone who doesn't recycle.
