I always take my cats out on leashes - although lately I have to take them out without leashes and just stand with them because one is too big for a cat harness now. I need to get her a dog one but those are made differently. Last night we took them out and the fat one ran to the neighbor's house and went on their deck and started eating their flowers. We couldn't get her because of their gate so we just had to stand there calling her. Finally the people that lived there came out and she ran back to us. I'm surprised they didn't call the cops or the association board since we had un-leashed cats out. Heck, they still might

I'm not sure about here, but where I used to live (O'ahu Hawai'i) the law was something like: cats are allowed off-leash outdoors as long as they are neutered/spayed when over 6 months of age.

Nope. I haven't seen cats on a leash in a long time. There are tons of abandoned cats around here, too.

You guys have seriously never seen cats on a leash? Here are mine! It's definitely not as common as dogs on leashes, but I see cats on them at the pet stores here and at a pet expo in town once. When I take my cats to the pet store they go in their little carrying bag though - on the leashes they don't like to walk usually.

All animals coming into the country have to be quarantined to check for rabies, to prevent the disease re-entering the country.

Nice! Well even without rabies there are tons of dangers for un-supervised cats ... an animal doesn't need to have rabies to mess a cat up!

True, but still, it's in a cat's nature to roam it's territory. It's something a cat owner should understand, even though there's the possibility of harm, however low.

I didn't know it was illegal for them to roam around free in some places. That's strange. I think cats should be allowed to run around freely.

I think it's cruel to let them roam freely personally - I've never owned an outside cat, all of mine have been strictly indoor. And they've all lived very long, safe lives. I read a statistic once that said cats who are allowed outside to roam freely live to an average age of 6, but house cats can live to be 18-20. As long as a cat wasn't outside as a kitten, they will never know what they are missing, and will be happy to be inside with lots of toys to keep them busy. And they will never have to worry about other animals, parasites, cars, or cat-hating humans trying to get them.
