I don't think anyone would take any notice, it would just be yet another example of a crooked politician. Once the leader of your country has sent some of your troops to their graves because he wanted to suck up to Bush, the fact that he didn't pay for a tin of beans is slightly irrelevant.

Forget telling the authorities. I'd take pictures and tell the newspapers, the radio, the tv stations, all the magazines and all the old ladies who gossip over the back fences in the country. Much more effective than telling the authorities.
