Why not by the town... You could be the Mayor, City Council, the police man, the judge. You could make laws as Mayor/city council. Decide who violates them as police man. And then find them guilty as the judge. It would be like your own dress up game. It might even be fun?

No, I'd buy living spaces in many different cities, not my own town.

But once I did see something on the news about some Midwestern town that's only got three residents - all adults. So if you want your own town, just wait for them to die and seize theirs.
