Whose responsibility should charities be: the government`s or the citizens`?

Isn't welfare a form of charity? I don't think anyone would advocate abolishing all forms of welfare--that would be madness.

Welfare isn't much of charity since most of the people who get welfare don't deserve it.
Personally, I think the government should abolish forms of welfare that helps those who don't need help. Welfare should go to those who are actually trying to get jobs. Instead it's taken advantage of by drug dealers who use their addictions as excuse to get the check, and deadbeat white trash who stay on welfare for over 5 years. It's no longer a charity, but a damn crutch.

Charity should be the citizens responsiblity, the government would just f*ck it up, like it already has

Governments are all corrupt and would steal from the charities. whilst people would argue where it was going. Catch 22 situation I forsee

There was once in summer. I was working in a ice cream store in the jewish community. There is just one particular jew dressing up like beggar and he comes in the store asking everyone for changes all the time...

He made the purchase once in the store. and from his pocket, he has stack and stacks of 100 dollar green bills on him. and I was like $%^&...

There is another time on the subway. A hispanic woman claim that she haven't eaten for a long time. and she ask for donation on the train.( she looks like she doing very well. Wearing leather jocket and leather pants) An Indian girl offered her peanut butter sandwich. AND SHE REJECT THE OFFER...I was like $%^&

There is another time on the train. A black beggar who looks like he is blind...,but he wears watch. I was with a friend at that time. He ask my friend for changes and my friend refused. Before this guy go away, he turn around and open his eyes to make a funny face on us...

There is all kind of people in new york.

Let's face it. In an ideal world there wouldn't be any charities, as there wouldn't be any need. Hospital charities for instance. There shouldn't be any need for them as the government should provide health care in all circumstances. I think it's wrong that there should be any need for charities which save childrens lives. Shouldn't that be a government priority over defence budget of god knows how many billions?
