If its not yours, its stealing! The probability of prosecution or aprehension have nothing to do with it.
Of course shooting people for a living can make your morals a little slippery . . .

You are right, stealing is steal and prosecution or apprehension have nothing to do with it.
But when I defeat the enemy on a field of glory, I am entitled to his property including his land, treasures, and womenfolk. Mmmm booty.

But the enemy wasn't the country itself but rather an individual and his followers who claimed their riches from the other people. And that changes things.

Do we not spend money to finance military expeditions?
Why, only recently, did our economy develop to the point where we could send out large numbers of troops and pay them so that they would not have to divide up their forces to plunder.
Indeed, our fathers Agamemnon and Menelaus were forced to send away many good Greek soldiers to gather supplies during the seige of Troy, thereby prolonging the conflict for years.

Well, he sent me a burkah and a whole outfit that they'd wear. But he bought that fair and square, LOL.
He's been sending me Iraqi currency and Iraqi military rank insignias, including some with stars.

Luxury items? As if it makes a difference. Right now, it costs a drachma a day to finance a calvaryman, and from that, he must pay his squire. We pay our men well, but the prospect of gaining riches from routing the enemy is the greatest influence on our men who go to war.
If we did not take luxury items, what on earth would we give to Pythian Apollo and all the other gods? Whatever would we donate to the temples and oracles?
