(KCBS) - California may become the first state to ban junk e-mails or spam. KCBS Reporter Doug Sovern says State Senator Debra Bowen wants to ban the junk e-mail that is cluttering the computer mail boxes of most Californians. 'At this point it's estimated that spam is about a quarter to a third of the traffic on the internet, and that means lots of time spent dealing with spam and lots of excess capacity soaked up by the costs of carrying somebody else's advertisement,' said Bowen. 

Bowen's bill would allow consumers to sue for $500 for each unsolicited junk e-mail. She has no doubt the proposed legislation will pass. 'People are sick and tired of spam. I don't know how they would actually implement it - but if they are fining $500 for every spam e-mail sent, they must have a good system in place to catch people. I think it's a great idea, spam is definitely getting out of hand. I get almost 100 spam e-mails a day, it's terrible! :P
