The "tax rebate" was from Clinton's last budget, from which there was a surplus of taxes taken. How is money borrowed if there is a surplus?

In all honesty, I didnt check any of those figures when I downloaded the picture. My problems with bush are more along ideological lines than actual flaws in his admin. So, where are your frontal lobes?
