Streets tend to have themed names around here. For example, near me are a selection of streets named after Scottish lakes. There's another area where they're all poets.

It's a municipal process than involves input from the community, goes through city engineer and planning commission, and ultimately is approved by the city council. Street name proposals usually stem from community movements or the decisions of the developers who build the housing or shops on those streets.

Usually the developer of the subdivision picks the names, then petitions (or bribes) the village council to approve them. My wife has a circle named for her.

It's different for different towns. I've noticed that when a developer puts in a subdivision here (San Francisco suburb), the developer (who puts in the streets and the rest of the infrastructure) gets to name the streets in the subdivision. If a street is already named, such as Army Street in San Francisco, but some people want to name it to honor an important figure (Cesar Chavez, in the case of Army Street), there's a process involving the board of supervisors. There may even have been a public vote, too.
