I can speak Spanish and French much better than I can read or write them, and I can hold up a conversation in Japanese, but I can't write it at all, let alone understand the characters.

Definitely reading/writing. I'm trying to learn French and struggling with the pronunciation. German was a lot easier to speak.

I find it much easier to read or write in English than to speak it. I like that reading and writing allows me more time to fully flesh out a response/statement, whereas I feel like I still speak pretty slowly in English.

Just to learn enough to get by, learning to speak is easier; but if you want to learn it well, you must learn to read and write.

Trying to comprehend speech is the hardest thing for me. Reading and writing (or attempting to, on a very basic level) give me confidence, but trying to communicate reminds me how much I suck.

I'd second both of these.
But I usually find reading much, much easier than actively writing a foreign language.
So I'd go for a read/speak option in this question.

I'd never put "read" and "speak" together.

Reading is easiest
Then listening
Then writing
Then speaking
Except, with Japanese, speaking is easier than writing...only due to kanji. Otherwise, my grammar and vocabulary is better than when I speak (due to having more time for recall)
That general order is actually the same for my native language. I've always had great reading comprehension...while being awful at expressing myself out loud.

Writing is always easier for me. With French, Japanese, and Latin speaking always trips me up more.

I can speak French better than I can write it.
Same goes with English.
There are way too many rules to remember to write both languages properly.

Reading, but not writing. Listening, but not speaking.
When I have a conversation with a native Spanish-speaker, I can respond in English when they are using Spanish. So I can understand it when reading it, just can't come up with anything in Spanish on my own.
