Mostly anyone can build up a good looking wardrobe over time, but in order to follow fashion trends you need a certain level of disposable income, the goal of fashion is to help those people recognize one another.

Well, it can be a tool for identifying social class, not just for the rich identifying the rich. If I wear clothes that are out of fashion people will know that I have enough money to buy new clothes, but not enough to buy them frequently, so they can place me somewhere in the middle class. The lower-class and homeless are also easily placeable by their attire.

I would agree that fashion is used to partition social groups, but I would hesitate to link it solely to wealth.
There are things that are fashionable among the wealthy and those who wish to imitate wealth (mostly the latter group, in my experience), but there are also fashions amongst various subcultures that, though they may filter out the poorest, are accessible to most and instead denote social group rather than societal class.

I'm fashionable and I wear practically the same thing every day. And I'm broke. Most people at my school pay over 25 dollars for stupid looking shoes. I find it unacceptable.
