Wagner, I think. He just had more of an impact, or at least that's how I see it.

Kind of hard to say, they both made a couple notable impacts on culture if not history-
Brahms is more well-known because of his lullaby, and the music of Wagner had a big influence on Hitler and the Nazi movement. I don't think his music is bad, though.

Anyway, it's always hard to rate the impact of a single person on music history but I'd go with Wagner.
