If the second option means to inspire, then I think it is both. But I think they want to seek answers for their own satisfaction first, and inspiring others is a by-product of their search.

I don't think they expect many answers to the questions they ask. I think mostly they want people to ask their own questions.

Most questions in philosophy have no definite answers. In fact, when somebody can answer a question with certainty, it's not philosophy anymore. So therefore, i'll take option number 2.
