It also depends on how what the criteria is that makes them "best". If you're actually judging their musical skill, than no way. In that case, I'd say Zeppelin easily. If you're judging on public appeal, how wide of an audience they have, and how well they've held up through the years, then yes.

I don't think they were the best but they are up there. They did pave the way for a lot of other British bands to make it in other countries.

Think about the body of musical work we now have that we could possibly not have had, had it not been for that influence. So yes, they're top 5. Zeppelin and Queen are both up there, but the Stones are not.

Do you mean personal opinion, or an objective best? As far as an objective best, I don't believe one can exist, since enjoyment of music is based entirely on opinion. As for personal opinion?
