Although they may have the power of majority, terror is the only advantage that, to them is guaranteed to work. Government officials get bribed away from promises, petitions are thrown away and protests ignored, but a crude home made bomb that kills a major official with the threat of another unless their demands are met is not that likely to be ignored.

The only weapon in the sense of physical force, etc. But I am a firm believer in the power of non-violent action, so I definitely do not think it is their only way of effecting change.
