^^ It means that people get the office through merit. That they get it by being the best suited for the job.

Unless you judge merit by how well they pander to the unwashed masses.
Meritocracy would imply elitism, and Americans hate nothing more than elitism.

It's more about perception of merit than actual merit. And often a perception of what merits are valid.

Sadly, not much anymore. There's a slow drift into who "looks best," towards one who is judged almost solely for charisma.

Nope. I feel like we're drifting back to a time when most people were uneducated and judged the veracity of something on the charisma of the story teller. Our current President is a wonderful example. Americans love their cow boys.
