For her phone service, Jane pays a monthly fee of $15, and she pays an additional $0.05 per minute of use. The least she has been charged in a month is $85.65 .
What are the possible numbers of minutes she has used her phone in a month?
Use m for the number of minutes, and solve your inequality for m.

If she has paid $85.65, I think I should take away the flat fee of $15 which is the first step.

The way the question is phrased is to figure out the range of chatterbox 's phone use given what her calling plan is and her lowest bill.

The number of minutes you calculate is the number of minutes she needs to use to get to the 'least amount she is charged', meaning that she has had larger bills where she used more minutes than what you calculated. That's why they are looking for the less or greater than.

I did it that way and it was wrong so it punished me and took away my correct answer from Jane's phone service and now I am back to square one. I have to get three correct in a row

I think the online math sites like that are generally frustrating.

My kids use them and the right answers weren't accepted much of the time because the decimal places weren't exactly the same as what they are programmed to accept, or if they chose to answer with a fraction instead of a decimal, it would be wrong.
