Locked away in the Mineral County Jail for failing to take care of her traffic tickets, 27-year-old Kelly Coltrain asked to go to the hospital. Instead, as her condition worsened, she was handed a mop and told to clean up her own vomit. She died in her jail cell less than an hour later.

Despite being in a video-monitored cell, Mineral County Sheriff's deputies did not recognize that Coltrain had suffered an apparent seizure and had not moved for more than six hours. When a deputy finally entered her cell and couldn't wake her, he did not call for medical assistance or attempt to resuscitate her. Coltrain lay dead in her cell until the next morning when state officials arrived to investigate­­.

First of all, f*ck them for putting someone in a cell for unpaid traffic tickets to start with.

Secondly:

"To avoid a conflict of interest, the investigation was forwarded to Lyon County District Attorney Stephen Rye for review. Rye declined to press charges in the case.

"The review of the case, in our opinion, did not establish any willful or malicious acts by jail staff that would justify the filing of charges under the requirements of the statute," Rye said."

Every single person involved in this incident should be fired and arrested. When someone is incarcerated, they are AT YOUR MERCY. If you fail to render appropriate care, you should be held responsible for whatever results from that.

This is not even REMOTELY an isolated incident. Everyone's favorite rabid right-wing sheriff, David Clarke, had more than one person die in his jail during his tenure. One was a patient with known mental health issues who was denied water for *days* and died of dehydration.

Recently, a Washington man begged for medical attention, was ignored, and ultimately died of cardiac arrest relating to a perforated ulcer.

Lamekia Dockery died in a Goshen, IN work-release center after begging for medical help for SIX DAYS. Other inmates could hear her screaming. Instead of helping her, guards put her in solitary confinement.

The get out is it wasn't willful or malicious, just negligent.

I don't misunderstand the application of the law; I disagree with it. When someone is in your custody and literally locked in a cell with no access to anything except what you deign to provide them, negligence in providing access to emergent medical care amounts to manslaughter, in my view.

I don't think it would have been any better if she'd been in prison for a more serious crime. Other than natural causes, people shouldn't die in jail, full stop.

The sheriff, the undersheriff, the deputies, and almost the entire jail staff all resigned over this. The sheriff also says the judge attempted to bribe her to reopen this jail.

I have to guess that nobody is in charge to address these issues. This must violate the cruel and unusual punishment rule. It certainly is cruel to have these conditions and not do anything about them.

The sheriff was in charge. And when the issues presented, she closed the jail and a judge tried to a) bribe her and b) force her to reopen it without fixing them. So now this county doesn't have a sheriff's department or any jail staff because there was literally no recourse except for them to resign in protest.

i guess what he means is nobody is taking ownership of the issue. especially those higher up on the chain such as the judge.

the sheriff and whoever resigned with them did the right thing. i know jail isn't supposed to be a country club but the things described in that letter does fall under cruel and unusual punishment, at least to me.

The County Council (in whatever form) should be budgeting for the maintenance of the Sheriff's department and the jail. If they aren't then effectively, there's no one in charge. No one for the Sheriff to reach out to.

No reasonable person would send animals to live in those conditions. But our carceral system dehumanizes prisoners to the extent that a judge saw no problem forcing them to live like that.

Although I don't personally agree with these conditions for any human, prisoners are one thing, but you don't even care about the STAFF being exposed to those conditions?
