i think there should be, because if you're going to be handling weapons or classified information or any sort of thing like that, you want people of sound mind doing that.

There was more vetting over handling information than weapons when I joined. Just to be a staff clerk and open the mail required a vetting process that took about 3 months. But then everything wasn't on computerised files.

Vetting of regular soldiers involved running them through assault courses to see if they quit.
